License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission. Current professional HR certification issued by HRCI (PHR or SPHR) or SHRM (SHRM-CP or SHRM-SCP) preferred.

Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.

Experience Qualifications: Ten years of progressively responsible human resources experience, including staff recruitment, selection and assignment, and employee relations required. Other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively is preferred.

Skills Qualifications: Thorough knowledge of federal and state laws, local policies, rules, and regulations related to employment; excellent organizational and strategic planning skills; skills in interviewing and counseling; excellent oral and written communications and human relations skills; ability to read, analyze, and interpret the most complex documents; ability to respond effectively to the most sensitive inquiries or complaints; ability to write speeches and articles using original or innovative techniques or styles; ability to make effective and persuasive speeches and presentations on controversial or complex topics to senior level management, public groups, and/or the Board of Education; and ability to deal with a variety of abstract and concrete variables.

Primary Responsibilities: Provide leadership, direction, and continuous quality improvement to the Department of Human Resources Staffing.

1. Provide leadership in establishing a comprehensive plan for recruitment, selection, employment, promotion, transfer, reassignment, and evaluation of certified, classified, and part-time employees.

2. Provide administrative leadership for the Human Resources Staffing Department.

3. Interpret personnel laws, policies, and procedures for Gwinnett County Public Schools (GCPS) staff and assist in the adjudication of human resources problems.
a. Recommend, coordinate, and assist in the development and revision of Board policy and administrative procedures for staff and Board of Education approval.

4. Initiate and participate in employee counseling on matters pertaining to employee promotion, demotion, dismissal, and transfer.

5. Provide leadership for the functions associated with the staff allotments, Certified/Classified Personnel Information (CCPI) and Full-Time Equivalent (FTE) reporting processes.

6. Ensure compliance with Board of Education policy and administrative procedures, state Board policy, and state statute.

7. Assist in the communicating the mission, vision, and goals of the Human Resources and Talent Management Division to create an understanding of personnel/employee programs, challenges, and accomplishments.

8. Contribute vision and imagination to the solution of employment related challenges facing GCPS.

9. Keep abreast of local, state, and national developments in human resources management.

10. Develop and maintain Key Performance Indicators (KPIs) for the Department of Human Resources Staffing.
a. Perform ongoing, internal process assessments and recommend to department/division leadership new KPIs as appropriate to track performance and drive quality improvement.
b. Analyze and recommend corrective process changes as required.

11. Provide leadership for the development and continuous improvement of Human Resources Staffing business processes.
a. Document, design, and develop flow for each process associated with the Department of Human Resources Staffing.
b. Ensure that all processes are documented and stored in an editable and user-friendly format.
c. Facilitate the review and improvement of all HR Staffing business processes on an annual basis.

12. Prepare and submit referrals to the Georgia Professional Standards Commission and other reporting agencies.

13. Provide leadership and strategic direction to the research, development, planning, and implementation of employee evaluation systems.

14. Represent the Associate Superintendent, Human Resources and Talent Management as appropriate.

15. Perform other duties as assigned.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
