License and Certification Qualifications: Current professional HR certification issued by HRCI (PHR or SPHR) or SHRM (SHRM-CP or SHRM-SCP) preferred.

Education Qualifications: Bachelor's degree in related field required.

Experience Qualifications: Five years of progressively responsible experience in business administration, human resources, or a related field required. Previous supervisory experience preferred.

Skills Qualifications: High degree of skill in oral and written communication; high degree of skill in organization and problem-solving; demonstrated knowledge and skill with computer software including PeopleSoft and Microsoft Office Suite; knowledge of teacher preparation programs, university courses, and instructional programs; ability to prepare comprehensive and detailed reports, draft professional business correspondence, and process transactions; ability to perform supervisory duties including managing and training employees, planning, assigning, and directing work; ability to effectively analyze information and data, respond to inquiries and requests from other managers, employees, and the general public; and ability to analyze existing processes, identify areas for improvement, and implement process improvement initiatives.

Primary Responsibilities: Manage all functions associated with employee certification for the Division of Human Resources and Talent Management by adhering to the state of Georgia bylaws regarding certification requirements, policies, and procedures.

1. Manage the certification process (initial, renewal, upgrade, alternative) to ensure that all Gwinnett County Public Schools (GCPS) educators hold valid in-field Georgia certificates.
a. Advise staffing directors on professionally qualified status.
b. Manage the in-field (ESSA/Professionally Qualified) database along with the Title IIA Coordinator, Data Reporting and other responsible departments, through the Georgia Professional Standards Commission (GaPSC) and advise human resources directors.
c. Work with GCPS Data Reporting to insure accuracy and compliance for CPI reporting.

2. Track newly hired educators to assist with acquiring all aspects of Georgia certification.

3. Review ePAR forms to determine if educator has appropriate in-field and professionally qualified status for assignment.

4. Provide consultation to principals, division, and department heads regarding certification.

5. Maintain regular contact with customers and stakeholders to ensure appropriate and essential communication.
a. Communicate through articles in Principal Matters.
b. Create presentations for quarterly Administrative Assistant meetings.
c. Update information on GCPS websites and personnel handbooks.
d. Update the Certification Resource Guide.

6. Handle all customer inquires pertaining to certification and determine appropriate course of action.

7. Ensure that all certificate data is accurate and complete and continually look for opportunities for process improvements.

8. Maintain current applications and testing information from the GaPSC and the Georgia Assessment for the Certification of Educators (GACE).

9. Serve as the GCPS liaison to the GaPSC and the National Association of State Directors of TeacherEducation and Certification (NASDTEC).

10. Attend New Employee On-Boarding to facilitate the certification application process and answer newly hired educators questions.

11. Work with Teach Gwinnett to support the referral and completion of the certification program for educators on Induction 4 certificates.

12. Track certification compliance through the Certification Compliance Plans sent to school principals:
a. Track program completion for educators and administrators
b. Track educator's completion of testing requirements to achieve professionally qualified status.
c. Maintain documentation of compliance for contract renewal purposes.

13. Track and report educators receiving Unsatisfactory evaluations in compliance with GaPSC rules and remediate evaluations accordingly within the GaPSC deadline.

14. Supervise and evaluate assigned staff.

15. Provide ongoing cross-training and maintain a succession plan for the unit.

16. Perform other duties as assigned.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
