License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.
Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.
Experience Qualifications: Five years experience in teaching, plus two additional years in school or school system leadership required.
Skills Qualifications: Knowledge and understanding of the federal Elementary and Secondary Education Act; ability to work successfully with colleagues, including school-based personnel, community members, the Georgia Department of Education staff, and external customers; high degree of skill in organization and problem-solving; proficiency in oral and written communications; demonstrated skills in interpersonal relations; ability to manage multiple projects; and ability to analyze existing processes and identify areas for improvement.
Primary Responsibilities: Responsible for supporting the Director of Federal Programs in providing leadership and services required to implement federal programs aligned with the Local School Plan for Improvement.
1. Implement and monitor federal grants. a. Maintain an in-depth, up-to-date knowledge and understanding of federal grant program compliance/mandates in accordance with the Elementary and Secondary Education Act (ESEA). b. Oversee the process for gathering, verifying, and analyzing data for reporting to state and federal agencies. c. Use effective written and verbal communication to collaborate with state and local agencies. d. Develop and implement procedures to ensure that all aspects of federal programs are monitored for compliance and evaluated for effectiveness. e. Support the development and implementation of the Consolidated LEA Improvement Plan (CLIP). f. Support the development and management of federal funds at the district level.
2. Provide support to local schools. a. Support school personnel with data analysis and interpretation to identify the needs of a school and to assist in the development of a Local School Plan for Improvement (LSPI). b. Use effective written and verbal communication to collaborate with local school personnel. c. Plan and lead professional development activities for administrators, Parent Instructional Coordinators/Parent Outreach Liaisons, Migrant Education Contacts, and bookkeepers as it pertains to the administration of federal grants. d. Support local school administrators and Parent Instructional Coordinators/Parent Outreach Liaisons in the development and implementation of effective family and community engagement programs.
3. Support Federal Program Office staff. a. Build the capacity of Program Specialists and other office personnel to understand federal program grant requirements. b. Build the capacity of Program Specialists to be district leaders. c. Lead small groups to effectively develop resources used by local school personnel, families, and the community. d. Engage in cross-divisional collaboration to help fulfill program goals and activities. e. Develop small group goals, implement activities that work towards accomplishing goals, and monitor goal progress. f. Implement activities under the supervision of Director and/or Executive Director.
4. Perform other duties as assigned.
