License and Certification Qualifications: None required.

Education Qualifications: Bachelor's degree in related field required. Master's degree in related field preferred.

Experience Qualifications: Five years of financial related experience required. Experience working with federal grants in a school setting preferred.

Skills Qualifications: Knowledge and ability to implement comprehensive accounting systems; working knowledge of Uniform Grant Guidance; ability to tactfully interact with all school and district staff; must be able to take initiative in planning work and possess excellent critical thinking, analytical, problem solving, and research skills; ability to interpret complex grant funding requirements, submissions, and budget projections; ability to maintain confidentiality and meet deadlines; proficient with spreadsheet applications; ability to analyze and solve problems; ability to prepare accurate reports, records, business correspondence, and educational procedure manuals as they relate to accounting practices; ability to effectively present information and respond to questions from district leaders, teachers, parents and the general public; ability to complete self-directed projects; ability to build positive relationships with all stakeholders including district and school level personnel, parents, and students.

Primary Responsibilities: Monitor use of federal funds to ensure compliance with local, state, and federal rules and regulations through while handling sensitive data in a confidential manner for the Federal and Special Programs Department.

1. Oversee grant management functions for the Department of Federal and Special Programs.
a. Collaborate with the administrative leaders of Federal and Special Programs and local school personnel to develop budgets for federal grants.
b. Maintain up-to-date knowledge of Uniform Grant Guidance, Gwinnett County Public Schools policies and procedures, and state guidance to ensure federal and special program expenditures meet all compliance requirements.
2. Perform budgeting functions for the Department of Federal and Special Programs.
a. Support the reconciliation of monthly personnel, salary, and FTE counts for all federally-funded personnel at the local school and central officelevels.
b. Assist with the organization and preparation of financial and programmatic documents for upcoming audits of federal grants.
3. Train and support local and central office personnel responsible for federal funding.
a. Provide training to bookkeepers about specific procedures, best practices for maintaining documentation, and district policies on purchasing goods/services when using federal funds.
b. Provide on-going technical assistance to local school and district personnel to ensure compliance with program guidelines and to measure program effectiveness.
4. Monitor purchasing processes for federal grants to ensure that district practices are in compliance with federal guidelines.
a. Work with key personnel to ensure all services and products are purchased according to contractual specifications and aligned with district and industry standards including federal guidelines.
b. Review and reconcile federal expenditures to ensure that established policies and procedures is followed that appropriate documentation is maintained.
c. Immediately communicate any financial discrepancies to a supervisor and collaborate with department personnel to correct such discrepancies.
d. Review budget reports on a monthly basis to monitor grant funds remaining.
5. Perform other duties as assigned.

The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds.
