License and Certification Qualifications: Must hold or be eligible for a valid Georgia Leadership Certification and/or Support Personnel License. Valid Georgia driver's license required.

Education Qualifications: Bachelor's degree required.

Experience Qualifications: Five years of progressively responsible experience in maintenance, facility design, construction management, energy management, and/or a related field required. Previous supervisory experience required. Experience with CMMS such as Maximo preferred.

Skills Qualifications: Working knowledge of school facility design and construction, facility maintenance operations, local/state/federal building codes, financial budgeting, problem solving, continuous improvement, and managing multi-site operations; excellent interpersonal communication skills; ability to direct and appraise the quality of the Energy Management Systems (EMS) of school facilities; ability to provide project leadership; ability to appraise the quality of school facilities and develop long-range plans and objectives; and knowledge in Computerized Maintenance Management Systems (CMMS).

Primary Responsibilities: Assist the Director of Building Maintenance with general departmental operations within the district to ensure all facilities are functioning according to the original design parameters in support of the vision, mission, and goals of the Gwinnett County Public Schools.

1. Evaluate the district's maintenance of schools and support facilities.
a. Ensure all system buildings have engineered standards in terms of emergency, routine, and preventive maintenance work for all trades.
b. Evaluate service levels of each maintenance district based on engineering standards, best practices, and equipment manufacturer’s guidelines.
c. Maintain costs and performance analysis records for all facility assets.
d. Assist in the development and maintenance of meaningful Key Performance Indicators (KPIs).
e. Evaluate and recommend safety program standards and ensure Life Safety practices are effective.

2. Evaluate maintenance systems for design and engineering integrity.
a. Incorporate efficient methods and procedures for maintaining new equipment and buildings.
b. Evaluate current architectural/engineering standards, methods and procedures for maintaining mechanical/electrical systems and buildings, and recommend changes to lower cost and extend equipment life cycles.
c. Determine the process and engineering needs for commissioning new equipment and buildings.
d. Determine the process and engineering needs for re-commissioning mechanical/electrical systems and the building envelope.
e. Recommend in-service training programs for maintenance management personnel and technical trade craftsmen.
f. Determine inventory requirements for new equipment and facilities and recommend obsolete items to be removed from inventory.

3. Develop improvements for the life of mechanical/electrical equipment and the building envelope.
a. Develop strategies to improve equipment reliability and reduce the incidence of costly breakdowns.
b. Conduct analysis of reliability problems and investigate to determine root cause failure.
c. Develop strategies to improve maintenance system effectiveness, safety, and operational performance.
d. Develop plan to systematically upgrade mechanical/electrical equipment and the building envelope.
e. Evaluate energy efficiency of all facilities and recommend changes to lower cost and improve operational effectiveness.
f. Maintain communication with architects, engineers, contractors, suppliers, and authorities having jurisdiction.
g. Assist in the development and maintenance of a running five-year capital outlay needs plan to cover the building envelope, roofs, HVAC equipment, painting, flooring, electrical and plumbing systems, and athletic facilities.

4. Maintain department technical and process standards.
a. Evaluate maintenance district effectiveness using Maximo.
b. Supervise service records.
c. Advise other departments in areas concerning building structure, functions, and maintenance.

5. Oversee the district's Energy Conservation Program.
a. Evaluate the systems network of utilities including electricity, natural gas, water, and sewer.
b. Evaluate the effectiveness of the district's EMS.
c. Analyze utility suppliers for new schools, additions, and support facilities and secure contracts.
d. Evaluate the district's performance energy program, with Energy Star, and offer recommendations for improvement.

6. Manage and supervise the functions associated with the planning and implementation of maintenance inventory operations.
a. Manage the functions associated with purchasing and inventory processes to support departmental operations.
b. Manage the assessment of records and reports, analysis and evaluation of buildings and systems, planned maintenance, emergency maintenance, and predictive maintenance in the Department of Building Maintenance.
c. Oversee the assessment of standard operating procedures, customer work request systems, methods and procedures, customer feedback, evaluations, and work standards.

7. Contribute to the continuous improvement efforts for all departmental processes.

8. Serve as the department head in the absence of the Director of Building Maintenance.
a. Recommend Operational Management Plans (OMPs) to improve departmental effectiveness.
b. Be on-call 24 hours per day, 7 days per week.

9. Perform other duties as assigned.

While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
