License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.

Experience Qualifications: Minimum of five years progressive experience in public education, including three years as a principal, business, governmental agency, or college/university at a senior management level required.

Skills Qualifications: Knowledge of school and district operations and procedures; excellent oral presentation and written communication skills; experience in budget preparation, monitoring, and control; demonstrated experience in providing strong organizational and performance management, developing effective communication relationships with management groups, external partners, and professional staff; knowledge of current trends and related laws and regulations in educational reform and management; working knowledge of effective management practices including financial accounting and reporting, human resources, and planning and implementation; and ability to communicate effectively with individuals and groups including the Board of Education, CEO/Superintendent, Cabinet, Board Attorney, central office staff, local school staff, and the general public.

Primary Responsibilities: The Chief Strategy Officer provides schools and principals with information gleaned from their performance data and related analytics, as well as the latest research, to help them target their improvement efforts where it will make the most difference for students. The Chief Strategy Officer is also responsible for providing leadership, support, and continuous quality improvement to the district research and evaluation program and the GCPS Foundation/Development Office as well as developing procedures and processes for GCPS grants and support for special projects.

1. Identify and incorporate “best-in-class” strategies for utilizing data, information, and research to help guide instructional planning and improve school performance.
a. Conduct periodic reviews and impact on student achievement and recommend modifications as appropriate.

2. Provide leadership and support for the Research and Evaluation Office.
a. Provide supervisory leadership for the ongoing development and implementation of the Results-Based Evaluation System (RBES).
b. Leverage district data information resources and broker staff expertise to identify, review, and recommend high-impact solutions that drive increased student achievement as measured by RBES.

3. Provide leadership and support for the GCPS Foundation/Development Office.
a. Provide supervisory leadership to ensure that projects and fundraising efforts reflect the goals and objectives of the district.
b. Identify and support the implementation of proven strategies for tiered fundraising that significantly grows the endowment of the GCPS Foundation.

4. Develop procedures and processes to ensure effective selection, coordination, and monitoring of GCPS grants consistent with district initiatives and priorities.

5. Provide leadership and support for special projects and the staff assigned to these projects.
a. Produce reports, analyses, and/or presentations as requested by the CEO/Superintendent.
b. Ensure availability to provide strategic support for veteran principals and/or assistant principals (3 + years) to help improve school performance through the direction of the CEO/Superintendent or assigned designee.

6. Review and recommend changes to policies, procedures, and processes within assigned responsibilities.

7. Attend Board of Education meetings.

8. Perform other duties as assigned.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to touch, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
