License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.

Experience Qualifications: Five years of experience in educational administration, research, curriculum, professional learning, and/or supervision with instructional leadership responsibilities required. Additional experience in educational administration, research, curriculum, professional learning, and supervision with instructional leadership responsibilities preferred.

Skills Qualifications: Leadership skills and traits that create: a clear vision for the research and evaluation function that contributes to the district Vision and Mission; inspiration and energy to pursue the vision with vigor; a climate of teamwork based on individual strengths; and support for individual and team growth. Additional requirements are: knowledge of research design, data collection, and analysis in the social sciences, educational trends and issues, educational policy analysis, and statistical concepts and procedures; ability to conceptualize strategies and models for improved educational results; skills in problem solving, effective communication, and team leadership; and excellent oral and written communications and human relations skills.

Primary Responsibilities: Provide leadership, direction, and continuous quality improvement to the district research and evaluation programs as a vehicle for the advancement of the organization and the achievement of the system's vision, mission and strategic goals.

1. Lead the district research and evaluation programs.
a. Lead the departmental staff by organizing, prioritizing, assigning, managing, and monitoring tasks and processes for the successful fulfillment of department responsibilities.
b. Lead the consultation and communication with central office and school leaders, and with selected community organizations on logic models, evaluation and research design, data collection, and the interpretation of results.
c. Lead the implementation of evaluations of programs and interventions and practices, research studies, analysis of data to produce findings, and production of reports.

2. Provide leadership for the development and implementation of a Results-Based Evaluation System (RBES).
a. Lead the research-to-practice process of generating practical and sound principles on which to develop and refine the RBES.
b. Lead the production of annual RBES weighted school assessments, summaries of school performance, school profiles, weighted principal assessments, and statistical components of school accountability reports.
c. Maintain current and historical RBES reports and related information on the RBES database.

3. Provide leadership for developing the capacity of the central office and schools for accessing, analyzing, and using data to achieve strategic goals.
a. Provide a Research and Evaluation perspective on new technological and predictive approaches and tools (e.g., enterprise analytics, artificial intelligence).
b. Collaborate with the Information Management Technology Division, Data Governance, and other offices for the creation and use of student and school performance data.

4. Provide leadership for the review and management of external research projects, including oversight for grants in accordance with the GCPS Grants Protocol.
a. Direct the monthly review of proposals to conduct research within the district.
b. Facilitate meetings of the Institutional Review Board and make recommendations for approval, disapproval, and limitations.

5. Provide leadership to support and maintain productive operating partnerships to achieve continuous improvement of the organization.
a. Act as a team member of the CEO/Superintendent’s Office to pursue system-level initiatives.
b. Provide research services related to policy issues and school performance as directed.
c. Collaborate with school leadership personnel in the development and use of research processes.

6. Lead the development and management of the research budget.
a. Develop and maintain a research budget to advance system direction.
b. Support the development and use of the divisional budget to meet strategic goals.

7. Perform other duties as assigned.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
