POSITION: Benefits Specialist

LOCATION: Central Office


Maintains working knowledge of benefit plans, Board Policies and procedures pertaining to leave; counsels employees regarding leave process; monitors and updates FMLA tracking software; assists in coordinating benefit open enrollments.

QUALIFICATIONS: Technical Diploma in Business and Office Technology or related field; Proficiency in Microsoft Office and Google Suite applications; Such alternatives to the above qualifications as the Board may find appropriate.
SKILLS AND ABILITIES: Excellent communication (oral and written) and organizational skills are essential; Excellent customer service skills in working with employees, administrators and the public; Ability to prioritize and meet deadlines; Ability to work with a high degree of accuracy; Ability to maintain confidentiality of benefits records; Routine physical activities that are required to fulfill job responsibilities.
PERFORMANCE RESPONSIBILITIES: Supports and communicates with all district employees, Benefit Broker, State Health Benefit Plan (SHBP), vendors, and stakeholders with information and counseling relative to leave, benefits, Board policies and procedures; assists employees with completing appropriate forms; Receives, processes, and tracks employees for Family Medical Leave; Provides counseling to employees who request leave, determines eligibility for leave and designates leave status based on FMLA regulations and district policies; Maintains proper and well-organized records of all transactions and retain necessary documentation on all employees on leave as it pertains to benefits, payroll, and Family Medical Leave and leave without pay; Processes appropriate coverage and deduction changes as well as calculate insurance premiums due and notify active and COBRA employees of additional premiums needed as well as status of account; Communicates with supervisors regarding employee leave and return to work status, within HIPAA guidelines, as needed; Notifies employees of their requirements while on leave, such as; payment of insurance premiums, time frame for returning medical certifications, return to work requirements, and designation of appropriate leave status; Assists employees in the process of changing existing health or other benefits during open enrollment or as they experience a change in dependent eligibility; Enters all Sick Leave Bank memberships and maintains accurate membership status; Handles sick leave donations; Serves as a member of the Sick Leave Bank Committee and collaborates with Deputy Superintendent and the Sick Leave Bank Committee regarding approvals and determines when to process a system wide assessment/bank replenishment; Files short term and long term disability claims in a timely manner; Provides assistance to active, retired, and terminated employees with TSA withdrawals; Report leave goals and objectives to supervisor on a quarterly basis for ISO audits; Answers questions via emails, voice mail, or in person based on knowledge of the organization and District policies and procedures; Assists with open enrollment, new hire orientation, Benefit Fairs, and other Benefits Office activities; Provides assistance to accounting with reconciling monthly insurance carrier’s billing statements; Attend training sessions to maintain up-to-date working knowledge of relevant laws and policies including FMLA, ADA, and HIPPA; Receives, sorts and distributes departmental mail; Sends email reminders to all locations to insure FMLA rights are posted; Performs other duties and responsibilities as assigned.

REPORTS TO: Benefits Coordinator

SALARY RANGE: Competitive salary and excellent benefits package in accordance with the DCSS Compensation Guide.
