License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.

Experience Qualifications: Five years of experience in assessment development using data-driven research, measures and statistics, with a focus on the educational setting required.

Skills Qualifications: Ability to work as a member of a high-functioning team with personnel from local schools and other departments to lead in implementing the district's mission, vision, and goals; ability to coordinate, supervise, and manage K-12 national, state, and local standardized assessments; ability to provide high quality, data-driven professional learning that improves student achievement; ability to project and demonstrate positive attitudes; ability to provide the analysis of data related to standardized testing results to inform instructional decisions; ability to provide concise and accurate written and verbal communication; ability to evaluate system-wide and local school programs to determine success of plan; and strong technology skills in the Microsoft Office Suite, statistical analysis tools, and databases that support assessment data.

Primary Responsibilities: Responsible for routine psychometric support within the assessment program as well as the implementation of the accountability and assessment programs in support of student achievement of the Academic Knowledge and Skills (AKS), and the implementation of national, state, and local assessments.

1. Plan, implement, and monitor all psychometric and technical requirements in support of GCPS assessments.
a. Collaborate to support projects with routine psychometric services, including classical and IRT, score reporting, and quality assurance analysis.
b. Participate in design of internal research and test development processes and/or systems.
c. Present research results to district leaders, Technical Advisory Committee (TAC), and other stakeholders.
d. Develop, implement, and communicate technical psychometric concepts to varied audiences, including non-technical audiences.
e. Serve as a resource to the organization for psychometric issues.
f. Meet professional obligations through efficient work habits such as meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrating respect for others.
2. Support operations pertaining to accountability and assessment programs in support of improving student achievement.
a. Analyze data and identify needed revisions and improvements to processes or products within area of responsibility.
b. Work with a variety of district and school leaders to develop and implement assessments.
c. Maintain current trending knowledge of national, regional, state, and accountability and assessment systems and programs.
d. Conduct research and prepare special reports as required.
e. Interpret the system's mission, vision, and goals, as well as division objectives and programs to various internal and external audiences.

3. Provide continuous quality improvement to departmental operations.

4. Perform other duties as assigned.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
