License and Certification Qualifications: Current professional HR certification issued by HRCI (PHR or SPHR) or SHRM (SHRM-CP or SHRM-SCP) preferred.

Education Qualifications: Bachelor's degree in related field required.

Experience Qualifications: Five years of progressively responsible experience in business administration, human resources, or a related field required. Previous supervisory experience preferred.

Skills Qualifications: High degree of skill in oral and written communication; high degree of skill in organization and problem-solving; demonstrated knowledge and skill with computer software including PeopleSoft and Microsoft Office Suite; ability to prepare comprehensive and detailed reports, draft professional business correspondence, and process transactions; ability to effectively analyze information and data, respond to inquiries and requests from other managers, employees, and the general public; ability to maintain a high level of professionalism and confidentiality; ability to analyze existing processes, identify areas for improvement, and design and implement process improvement initiatives; ability to act as a representative of Gwinnett County Public Schools (GCPS) and to establish professional working relationships with outside customers; ability to comfortably conduct presentations to audiences of varying size and organizational makeup; and ability to work across functional boundaries and interact with employees at all levels of the organization.

Primary Responsibilities: Coordinate the functions associated with the district's leave administration processes, including the online benefits system, Family and Medical Leave Act (FMLA), Short-Term Disability, direct pay, and employee data in various technological systems.

1. Manage the reconciliation of the State Health Benefit Plan and other benefit vendor reports.
a. Research issues on reconciled reports provided by the Business and Finance Division.
b. Communicate with State Health Benefit Plan and the Payroll Services Department concerning reconciliation report findings.
c. Complete State Health Benefit Plan daily reports and take action to resolve.
d. Complete daily audits related to health insurance and take appropriate action.
e. Submit optional payroll forms for needed corrections.
f. Complete monthly audits for benefit vendors and take corrective action as required.

2. Manage the direct payment process for the district.
a. Provide communication to employees who are on a leave of absence as to their last payroll check and how to continue benefits via MyPaymentsPlus.
b. Maintain the number of payments processed and communicate with employees as needed.
c. Process termination of coverage letters and update appropriate vendors.
d. Submit optional payroll forms for needed corrections.
e. Manage monthly reports and collect funds for active employees.
f. Coordinate direct payment for employees identified by Business & Finance as deduction not taken.

3. Manage the life insurance claims process for the district.
a. Communicate with the Division of Business and Finance and MetLife to ensure timely processing of claims.

4. Provide assistance with all functions related to the Benefits and Leave portion of the website, Employee Portal, PeopleSoft, and the LotusNotes database.
a. Collaborate with the Information Management and Technology Division to ensure the annual online Open Enrollment system is fully functional.
b. Coordinate with the Benefits and Leave Administration Analyst and Director to ensure all Open Enrollment tasks are completed timely.
c. Coordinate the Short-Term Disability application approval/denial and notification process after each annual Open Enrollment.
d. Collaborate with the Information Management and Technology Division to ensure the Benefits Summary, Qualifying Events, and Anytime Benefits features are functional year-round.

5. Support all functions related to New Employee Onboarding.
a. Serve as the point of contact for New Employee Onboarding process and assist with all areas as needed.
b. Assist with all functional and technical aspects of New Employee Onboarding.
c. Coordinate the transfer process for those transferring from other districts are handled appropriately.

6. Ensure world-class customer service is provided by the Benefits and Leave Reporting Office.
a. Supervise staff and all related processes.
b. Research, review, and respond to customer inquiries.

7. Maintain strong knowledge of the industry trends and regulations through ongoing staff development, conferences, and workshops as needed.

8. Adhere to departmental goals, objectives, standards of performance, and policies and procedures including, but not limited to, knowledge of the Benefits and Leave Administration policies, procedures and regulations.

9. Perform other duties as assigned.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
