License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.

Experience Qualifications: Five years of progressively responsible educational leadership experience or equivalent related experience required.

Skills Qualifications: Strong leadership skills; ability to build productive cross-functional working relationships; outstanding communication skills, both verbal and written, including strong presentation skills with the ability to consult and work with all roles and levels throughout the organization; working knowledge of district strategic plan, advanced project management skills, including knowledge of appropriate methodology and project planning principles to drive continuous improvement of instruction across the school district based on identified and projected needs, execution, and delivery of projects with ability to balance other responsibilities and the needs of the organization; and ability to work well within a variety of settings and with a variety of interest groups, with frequent cross-over between public and private sectors of community, business, and education.

Primary Responsibilities: Responsible for developing and supporting innovative strategies and solutions that help drive continuous improvement of instruction across the school district based on identified and projected needs. The position is also responsible for providing leadership and support to the design, implementation, and overall coordination of all aspects of the school district's strategic plan, including ensuring that all programs are in alignment.

1. Develop, establish, and implement a system to identify, evaluate, pilot, and scale innovative strategies and solutions, experimental designs and practices, and successful implementations from a variety of settings to help drive improvement across GCPS.

2. Lead cross-divisional efforts to establish, develop, implement, monitor, and scale effective educational programs and concepts across GCPS.
a. Lead new school development and in-school program design efforts and provide guidance and support to principals who are opening new schools and/or establishing new programs within their school.
b. Provide recommendations for instructional initiatives to address current and projected needs of the district.
c. Communicate curricular and instructional goals, program, initiatives, and results to internal and external groups including teachers, administrators, school Board members, the press, community members, and the educational community.
d. Keep up to date with research and developments in organizational change, knowledge management, and innovation that present promising opportunities for advancing the district’s vision, mission, and goals.
e. Support capacity-building related to continuous improvement across GCPS divisions and departments.

3. Cultivate partnerships with leading organizations in education to support the development of effective instructional models and designs. 4. Oversee the application process for all charter school petitions and serve as the district level liaison with charter schools operating within the district.
a. Serve as the district level contact for charter petitioners.
b. Establish and refine the application process to ensure compliance with state agencies and district Board policies and procedures.
c. Engage executive leadership in review of charter school petitions in order to develop recommendations for the CEO/Superintendent's presentation to the Board of Education.
d. Lead the coordination with all divisions to oversee development of petitions for internal charter candidates (i.e. conversion charter applications, Local Education Agency (LEA) start-up charter applications, etc.)
e. Provide systematic processes, working collaboratively with all divisions, for monitoring charter school’s progress on objectives outlined in charter petition.
f. Lead the coordination of district staff contacts with charter school(s) as needed.

5. Serve as the district liaison with state authorizing agencies to facilitate approval of innovation agreements and accountability reporting.
6. Evaluate key processes for alignment with the school district’s strategic plan.
7. Prepare and/or review correspondence, reports, charts, spreadsheets, and other related materials for the Assistant Superintendent of Curriculum, Instructional Support, and Innovation.
8. Question and examine existing assumptions and practices in GCPS for the purpose of identifying areas for improvement and evaluating the feasibility of implementation of innovations within the district.
9. Develop and manage the program area’s annual operating budget in a fiscally responsible manner that supports the initiatives, priorities, and goals of the department, division, and district.
10. Perform other duties as assigned.

While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds.
