License and Certification Qualifications: None required.

Education Qualifications: High school diploma or equivalent required. Bachelor's degree in related field preferred.

Experience Qualifications: Three years of clerical/administrative or equivalent acceptable experience required.

Skills Qualifications: Ability to type and perform clerical duties with a high rate of speed and accuracy; demonstrated skills in oral and written communication; demonstrated skills in organization and problem solving; ability to follow oral and written instructions quickly and accurately; ability to detect and correct errors in standard English language usage; competent technology skills in word processing, graphics, and experience using the Microsoft Office Suite; ability to manage department budget activities using computer-based programs; knowledge of budget development and planning; ability to organize and implement major data collection projects; ability and motivation to become proficient in software tools; excellent communication and interpersonal skills; ability to effectively perform multiple tasks; ability to prepare reports and draft professional business correspondence; and ability to represent Gwinnett County Public Schools in a positive and professional manner.

Primary Responsibilities: Provide administrative support to the Executive Director of Research and Evaluation and assist with functions and activities associated within the Department of Research and Evaluation.

1. Perform research and evaluation administrative duties.
a. Coordinate general department functions to maintain efficient and effective office operations.
b. Organize and implement major data collection projects including the Research-Based Evaluation System (RBES) surveys and Student Engagement Instrument.
c. Organize and maintain the RBES database including creating pages, editing, posting individual school, school level, and system level reports.
d. Maintain archived RBES databases.
e. Create and maintain statistical data sets with district-wide and school level data.
f. Assist with annual department budget development and planning functions and coordinate department budget activities.
g. Assist with the development and maintenance of the department calendar, especially for major annual department hosted meetings.
h. Assist with coordinating the review and processing of monthly research proposals, including the communication with researchers on the logistics of proposal submission, the preparation for committee and district level personnel review, distribution, and notifications to researchers and local school administrators regarding research status, maintenance of research proposal database, and creating annual research review schedules.
i. Manage, review, format, and post all office research snapshots and briefs.

2. Assist the Executive Director of Research and Evaluation to ensure successful departmental operations.
a. Provide clerical assistance to other departmental employees as needed.
b. Assist the public and school personnel with research policies, procedures, and proposal guidelines.
c. Attend weekly department meetings and participate in planning and discussions as needed.
d. Maintain schedule of activities for the Executive Director of Research and Evaluation.
e. Participate in planning meetings with department personnel, Information Management and Technology personnel, and vendors for major data collection projects.
f. Arrange and coordinate details for overnight travel, conferences, and other applicable functions.
g. Create guidelines and checklists for schools to follow in the distribution and return of surveys.
h. Monitor and prepare periodic status reports on departmental data collection initiatives.
i. Compose letters and e-mails as requested.
j. Order and maintain office supplies and materials for the department.

3. Perform general clerical duties.
a. Organize and efficiently maintain the files and records of the department.
b. Operate and perform department-level maintenance of office machines including, but not limited to, computers, scanners, copiers, fax machines and other supplies to ensure the efficient and effective operation of the department.
c. Prepare routine reports, work orders, check requests, non-travel expense reimbursement requests, and correspondence as needed to maintain the efficient and effective operation of the department.
d. Provide leave accounting miscellaneous payroll information for processing.
e. Route incoming and outgoing correspondence accurately.

4. Perform general financial and accounting duties.
a. Audit and monitor department budget expenses.
b. Maintain department budget log of all transactions.
c. Organize and maintain invoices/credits for accurate reporting and documentation.
d. Balance department budget monthly using PeopleSoft general ledger reports.
e. Prepare purchase orders using the PeopleSoft program.
f. Code purchase card and travel card transactions in the Works program.
g. Process monthly purchase card statements and send to Internal Audit.
h. Process travel card statements as needed.

5. Maintain a positive relationship with department and central office employees, other school system employees, vendors, and external audiences.

6. Communicate with all parties in a businesslike, courteous, and efficient manner.
a. Represent the department professionally in all aspects of communication.
b. Help cultivate a responsive and customer-centered climate.
c. Seek ways to be responsive to the needs of staff.
d. Handle internal and external customers graciously and effectively.
e. Direct inquires to the appropriate department personnel as needed.
f. Route incoming and outgoing correspondence accurately.

7. Assist with new projects as assigned.

8. Perform other duties as assigned.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to touch, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
