License and Certification Qualifications: Valid Georgia teaching certification preferred. Special education certification and/or concentration preferred.

Education Qualifications: Bachelor's degree in related field required. Master's degree in related field preferred.

Experience Qualifications: Three years of experience in business administration or a related field required. Knowledge of governmental funding accounting preferred.

Skills Qualifications: High degree of skill in oral and written communication; high degree of skill in organization and problem-solving; advanced analytical skills to forecast, develop, monitor, and report data; demonstrated knowledge and skills with computer software, including working with various computer databases; ability to work successfully with colleagues, teachers, administrators, and leadership; ability to translate needs and challenges into creative solutions; ability to project and generate a positive attitude; and ability to effect change.

Primary Responsibilities: Coordinate departmental accounting, financial, and data reporting functions and collaborate with the Executive Director of Special Education and Psychological Services on all financial and budgeting issues.

1. Coordinate the annual budget preparation and execution for the Department of Special Education and Psychological Services.
a. Manage staff development budget and expenditures.
b. Manage special funds budget, receipts, and expenditures.
c. Prepare trend and forecast reports.
d. Analyze and evaluate salaries and positions in relation to fiscal impact and district's policies.
e. Serve as the grant administrator for the Department of Special Education and Psychological Services.
f. Facilitate internal and external audit activities.

2. Manage all accounts payable processes for the Department of Special Education and Psychological Services.
a. Act as the liaison to vendors, ensuring all services/products procured are according to contractual specifications and payment rendered following district and industry standards including Internal Revenue Service (IRS) reporting guidelines.
b. Coordinate employee reimbursements for job-related expenditures.
c. Maintain database of expenditures.
d. Research and prepare billing and payment history reports.

3. Manage all purchasingprocesses for the Department of Special Education and Psychological Services.
a. Serve as the departmental procurement officer and liaison with the Business and Finance Purchasing and Property Management Department.
b. Manage equipment and major asset procurement including ordering, request for quotes, and annual contractual services bid awards.
c. Coordinate all purchasing card functions for the department including approving transactions, assigning funding sources, statement reconciliation, and preparing monthly reports.

4. Coordinate the administration special projects for the Department of Special Education and Psychological Services.
a. Evaluate the database needs of the department (i.e. communications database and miscellaneous payroll database) and work with the Information Management and Technology Division as needed.
b. Serve as the financial liaison for legal issues (i.e. settlement agreements and residential placement).
c. Implement process re-engineering (i.e. copier codes and office suite access maintenance).

5. Collaborate with the Executive Director of Special Education and Psychological Services to prepare and execute the annual budget.

6. Coordinate the financial soundness of the department by advising the Executive Director of Special Education and Psychological Services on all financial and budgeting issues.

7. Coordinate, monitor, and collect special education Full-Time Equivalent (FTE) data.

8. Coordinate annual projections for special education personnel unit allocations.

9. Coordinate and monitor the reporting of all special education data.

10. Perform other duties as assigned.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. Employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. Employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 50 pounds.
