License and Certification Qualifications:
Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.

Experience Qualifications: Three years of experience in educational leadership, research administration and/or program evaluation required. Experience developing, implementing, and monitoring long-range strategic goals for large organizations and communicating results to a wide range of stakeholders.

Skills Qualifications: Knowledge and experience in leading systems of improvement efforts including strategic planning design, implementation, monitoring, communication, and reporting; Knowledge of educational and/or social science research and research methods; succinct in writing thorough public-facing reports; effective personal and interpersonal communication skills; ability to work collaboratively toward achievement of desired goals; ability to critically analyze a problem, obtain pertinent data to assess the problem, apply appropriate statistical techniques to analyze the data, and report results and conclusions in a timely and meaningful manner to a variety of audiences; and ability to prioritize projects, manage time effectively, and assume initiative to accomplish tasks and organizational goals; ability to communicate clearly both verbally and in writing to a variety of stakeholders.

Primary Responsibilities: Assist the Director of Research with the continued implementation of Gwinnett County Public School?s (GCPS) strategic plan, developing an implementation plan, creating tools to monitor implementation, and communicating outcomes to all stakeholders.

1. Coordinate the implementation of GCPS's strategic plan including the development of a five year implementation plan.
a. Develop a monitoring and reporting plan for GCPS's strategic plan to include monitoring of processes and outcomes (Key Performance Indicators or KPIs).
b. Be knowledgeable of theories of system change and apply those concepts to the design and management of the strategic plan.
c. Work across divisions with other district leaders to design implementation, monitoring and reporting tools.
d. Build relationships with relevant education focused organizations that can potentially partner with GCPS to provide specific expertise that will further the mission of the district.
e. Develop a system to manage and monitor district Operational Management Plans to ensure alignment with the strategic plan.

2. Develop and implement a communication plan to ensure awareness of the strategic plan, annual activities, and resulting outcomes.
a. Develop presentations and resources to ensure internal stakeholders are well versed in GCPS's strategic plan and understand the ways in which they contribute to the implementation of the plan.
b. Develop cross-divisional reporting processes to maintain up to date information on strategic plan activities (initiatives, processes).
c. Communicate with Executive Officers, Chiefs, Executive Cabinet, Superintendent and Board of Education as needed.
d. Prepare reports for submission as needed to the Board of Education related to strategic plan actions and outcomes (KPIs).
e. Work with the Research and Evaluation team and Data Governance team to establish and update internal and external facing KPI dashboards.

3. Assist supervisor with development and dissemination of research and evaluation results particularly those aligned with monitoring the initiatives within the strategic plan.
a. Import, transform, code, restructure, merge, and select the pertinent data.
b. Summarize, compute, analyze, model, and graph the data, including the use of appropriate descriptive and inferential statistical procedures and benefit-cost understandings.
c. Produce meaningful representations of the data in verbal, tabular, and graphical formats.
d. Ensure results are actionable and easily understood by stakeholders.
e. Coordinate the curation of important findings in research and evaluation briefs and journal submissions.

4. Consult with various audiences concerning strategic plan initiatives and reports.
a. Provide content knowledge gained from prior strategic plan development and implementation, change management experiences, literature reviews, and research studies.
b. Engage as an actively contributing member of committees, teams, and task groups.
c. Serve as a facilitator or leader of groups to coordinate strategic plan implementation, monitoring, and reporting processes and/or products.
d. Confer and maintain effective lines of communication with direct supervisor and primary stakeholders on a regular basis to ensure alignment of initiatives with the strategic plan goals and KPIs.

5. Perform other duties as assigned.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
