License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission. Certified Project Manager (CPM) or Project Management Professional (PMP) certification preferred.

Education Qualifications: Bachelor's degree in related field required.

Experience Qualifications: Five years experience in business administration and/or information systems required. Experience in financial and regulatory reporting, governmental accounting, management information systems, and project management preferred. Previous supervisory experience preferred.

Skills Qualifications: High degree of skill in oral and written communication; high degree of skill in organization and problem-solving; knowledge of governmental and fund accounting; ability to prepare comprehensive and detailed reports; advanced project management skills including knowledge of appropriate methodology and project planning that will drive successful development execution and delivery of projects; knowledge of Information Technology (IT) processes; ability to lead a team; ability to balance multiple responsibilities concurrently and accurately; and ability to utilize advanced spreadsheet and database software.

Primary Responsibilities: Assist the Director of IT Business and Resource Management with the management of daily operations, including the coordination, implementation, and evaluation of the IT purchasing and procurement, capital projects, software compliance, contract management areas, and other continuous improvement initiatives.

1 Manage the planning, initiation and control of maintenance and operation and capital budgets for the Division of Information Management and Technology (IMT).
a. Determine financial needs of IT programs, develop budgets, and set timelines for staff.
b. Provide leadership for the Division of IMT so that funding allocations align with GCPS Strategic Priorities.
c. Experience of cloud cost optimization and management strategies.
d. Relevant experience in ongoing cloud operations management including multi-cloud financial management, cost optimization, cost reporting and attribution, and cloud cost control framework development through adoption of best practices

2. Provide leadership for IMT divisional business processes, ensuring compliance within GCPS established policies and procedures.
a Administer the collection of data for executive-level decision making by developing dashboards, financial forecasts and analytics for GCPS strategic priorities.
b Ensure that research-based best practices are aligned for the use of technology within the district.

3. Manage divisional requirements and participate in enterprise level contract negotiations for systems and services for the district.

4. Supervise the IMT Capital Project Management Program to ensure projects and IT deployments remain on schedule and within budget.

5. Develop and supervise IMT procurement staff and management processes in the overall governance of IT procurement.
a. Oversee supplier management to ensure development of relationship policies for GCPS suppliers, assessing and influencing supplier performance, and managing communication with suppliers.
b. Oversee quality management to ensure continuous improvement in the district's IT procurement process and in all products and services acquired for GCPS IMT purposes.

6. Provide for and ensure that IT Business and Resource Management staff fulfill professional and staff development to provide superior support of teaching and learning.

7 Manage technical staff to ensure appropriate systems and tools are in place for GCPS organizational compliance regarding software and installations in the GCPS Data Center and 90,000 plus GCPS network endpoints.

8. Provide continuous quality improvement to departmental processes.

9. Perform other duties as assigned.
