License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education Qualifications: Bachelor's degree in related field required.

Experience Qualifications: Ten years experience in information technology development, support, and management required. Experience in strategic planning, organizational development, and continuous quality improvement initiatives preferred.

Skills Qualifications: Leadership skills and project management experience to lead an effective technology organization; strong verbal and written communication skills; excellent organizational and personnel management skills; ability to execute continuous quality improvement plans aimed to increase effective utilization and operation of the district's technology initiatives; strong analytical and problem-solving skills; ability to think strategically with appropriate level of detail analysis to plan and execute; knowledge of information technology policies and procedures; experience managing large projects; and ability to work across functional boundaries and interact with employees at all levels of the organization.

Primary Responsibilities: Provide leadership, direction, and continuous quality improvement to all enterprise Information Technology (IT) systems in the district.

1. Provide leadership in effectively administering departmental programs, including application design, development, and implementation, IT standards and procedures, level 3 customer service and support, production control, departmental communications, and disaster recovery.

2. Provide leadership in the management of critical enterprise IT processes.
a. Design, develop, implement and integrate applications.
b. Implement vendor application solutions and lead the performance of IT services.
c. Maintain configuration data.
d. Direct application portfolio management and vendor management.
e. Direct IT service continuity and establish and communicate IT value.
f. Lead the development and implementation of change management practices.
g. Lead and plan change deployment.
h. Administer changes and provide oversight to manage problems.

3. Provide leadership to all of Information Systems and Solutions constituencies, staff, contractors, and consultants in the key areas of job definitions, evaluations, skills development, and human resources management.

4. Maintain constructive and collaborative relationships with the other directors and management of the Technology and Innovation Division and the recipients of divisional services.

5. Support the Chief Technology and Innovation Officer (CTIO) in the planning and development of integrated information technology strategies, plans, solutions, and budgets that support the district's mission, goals, and objectives.

6. Provide leadership and direction for all divisional professionals engaged in the planning, implementation, and daily support of IT projects for application systems, and vendor management.

7. Report to the CTIO on a regular basis on the status and efficiencies of Information Systems and Solutions programs and participate in the evaluation strategies determined by the CTIO.

8. Communicate effectively with all internal and external audiences as needed to support the district’s vision, mission, and goals.

9. Perform other duties as assigned.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to touch, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
