License and Certification Qualifications: None required.

Education Qualifications: Bachelor's degree in related field required.

Experience Qualifications: Five years of experience in student enrollment forecasting, developing geographic boundaries, facility needs planning, and/or a related field required.

Skills Qualifications: Knowledge of geographic information systems and databases; ability to pay close attention to details; ability to communicate with others in an effective and tactful manner; proficient in technology applications; highly organized; excellent written and verbal communication skills; ability to multitask; ability to analyze existing processes and identify areas for improvement; knowledge of the Microsoft Office Suite; and ability to act as a representative of Gwinnett County Public Schools.

Primary Responsibilities: Coordinate the development of student enrollment forecasts and translate these forecasts into short and long-range plans for school facility needs, attendance boundaries, and other related district needs.

1. Coordinate the development of the annual student population forecasts.
a. Research multiple factors for forecasting each individual elementary, middle, and high school boundary including growth trends, new building and development, housing types, enrollment history, demographic changes, and economic climate.
b. Consult with each local school principal and other local school administrators for input into the process.
c. Complete the forecast each December for the following school year.

2. Coordinate the development long-range student population forecasts.
a. Research demographic and housing trends, planned residential development and development impact, student cohorts and mobility factors, birth data, and other trends impacting long-range forecasts.
b. Review development plans and consult with municipal, county, and regional planning staff.
c. Complete updated long-range forecast each March.

3. Support the development and maintenance of school attendance boundaries.
a. Develop boundaries and monitor student population and growth trends using the Geographic Information Systems (GIS).
b. Assist with adjusting school attendance boundaries as necessary through the redistricting process to maintain student populations compatible with building capacity.
c. Oversee projection of current and future attendance boundary maps for schools and clusters that are easily understood by all audiences.

4. Maintain and update the GIS for the Planning Department.
a. Assist department staff with computer mapping systems used in the planning process.
b. Coordinate with the Gwinnett County Government and the Division of Technology and Innovation concerning the shared use of electronic files used in the GIS.

5. Stay abreast of and research developments and trends in Gwinnett County.
a. Engage county and municipal planning staff regarding pending and proposed development.
b. Provide technical review of proposed residential rezoning within the county's jurisdiction and as requested by municipal planning staff.
c. Remain current on development trends and statistics. Work closely with county development officials regarding approved and active projects that may impact enrollment.

6. Attend redistricting and other public meetings as assigned by supervisor and prepare planning presentations.

7. Provide continuous quality improvement to departmental processes.

8. Assist with special projects as assigned by supervisor.

9. Perform other duties as assigned.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
